Professor Kosal participated in a by-invitation-only Colloquia on Biodefense Policy Workforce in Washington, DC on the future needs of the US Government and nation on education of the biodefense policy workforce. Experts in public policy and biodefense policy from academia, government, and the private sector were brought together to review current educational and training programs, identify challenges, and provide recommendations to address those challenges. Professor Kosal delivered the keynote address, Deterrence, Policy, and Strategic Security Implications of Synthetic Smallpox, at the "Over the Horizon Workshop on Synthetic Smallpox" discussing the potential strategic implications of the genetic manipulation or de novo synthesis of orthopox viruses as a "game-changer" for national and international security.

The conference was sponsored by the Southeastern Center for Emerging Biologic Threats (SECEBT) led by Emory University including 31 university, public health, and governmental collaborators with experience in disease control and prevention.

Professor Kosal presented a paper on “Al Qa’eda and Unconventional Weapons” addressing the question of why al Qa’eda has not used weapons of mass destruction at the Global Futures Forum 23-25 September 2008, sponsored by the Department of National Security Affairs at the Naval Postgraduate School in Monterey CA. The forum was reported in the Monterey Herald newspaper "NPS hosts weapons discussion: Group focuses on dangers of proliferation". U.S. Government Roundtable on Synthetic Nucleic Acid Screening Framework, Washington, DC

Dr. Kosal and 3 dozen other biosecurity experts from the U.S. Government; the private sector; non-governmental organizations; and academia, including members of the National Scientific Advisory Board on Biosecurity (NSABB), came together in Washington DC to discuss approaches to policy on regulating synthetic genomics (gene synthesis and oligomers).
